Flukes and Shadee Shad

It rained yesterday, mostly sunny today. Partly cloudy at dusk, temperature was 78 degrees. I just purchased some Zoom Flukes (White Pearl) and BPS Shadee Shad (Golden Shiner). Emily and I were at the beach and decided to head down to a canal right off I-75. We got there at about 7:30ish and fished until 8:30.
I started with a Zoom Horny Toad as it was already on my line. Had a few small bass come up and check it out but no takers. I was fishing it along the bank and then tried it out in the deeper area. I didn’t have any takers. 
Next I put on a gold shiner Shadee Shad. I really like the action of this bait. It darts around like a dying baitfish. I had it texas rigged weightless with a 3/0 EWG worm hook. I had a ton of fish come up to this bait but most were only as big as it or a little larger. So at least the bait was getting some attention.
The sun was now down and I put on a red shad 6″ lizard and fished it for a little (Texas rigged with 1/8 oz bullet weight). Nothing. So I tried a white pearl fluke and still nothing. Emily and I noted that we did not really see any boils or any fish jumping out of the water etc. I have caught a bass here before, however, nothing today.
